Budget: Uba Sani committed to citizen engagement – Commissioner

Kaduna State Government regularly involves its citizens in budget preparation and review, as part of its commitment to Open Government Partnership and Governor Uba Sani’s campaign promise, the Commissioner of Planning and Budget, Alhaji Muktar Ahmed has said.

He reiterated this at a stakeholders engagement on the Overview Of The Kaduna State Budget Implementation Report (Quarter 1-2) 2025.

He recalled that Community Engagement was one of the components of the Governor Uba Sani’s campaign manifesto, adding that ‘’His Excellency has been conducting Town Hall meetings to get the inputs of the public during budget preparation.’’

Alhaji Muktar further said that Kaduna was one of the first sub nationals to sign the Open Government Partnership, which entails citizens’ participation in budget circles.

The Commissioner pointed out that ‘’this stakeholders engagement is in fulfilment of both the Governor’s campaign promise and in compliance with Open Government Partnership.’’

According to him, this edition of stakeholders engagement is unique because it is the first time that children were invited ‘’because they also have a voice and deserve to know how their money is being spent.’’

The Commissioner disclosed that ‘’as at the end of the second quarter of 2025, Kaduna State recorded an actual Total Revenue of N91,232,312,135.21, while Year-to-Date (YTD) Total Expenditure stood at N89,202,307,325.45.

‘’These figures contributed to the cumulative Half-Year budget performance of N340,296,244,691.21 for revenue and N208,760,832,569.21 for expenditure, representing 43.1% and 26.4% performance against the 2025 Original Budget, respectively,’’ he added.

Alhaji Muktar also presented highlights of the draft 2026-2028 Medium Term Expenditure Framework of Kaduna State, concluding that ‘’the period will demand reinforced investments in climate-resilient infrastructure, disaster risk management and ecosystem restoration, alongside accelerated mitigation actions.’’

In his welcome remarks, the Permanent Secretary of the Ministry of Planning and Budget, Alhaji Muktar Abdullahi noted that the inputs of stakeholders are vital to the preparation of budget estimates.

Civil Society Organisations, women groups and the physically challenged, including the academia and professional bodies, as well as students and the media attended the stakeholders engagement.
