Governor Dauda Lawal has prohibited all cash-based revenue collections across Zamfara State, directing that every government payment be processed through digital platforms as part of sweeping fiscal reforms.
The governor announced the directive at a high-level town hall convened in Gusau by the Zamfara State Internal Revenue Service (ZSIRS). The forum focused on sensitising stakeholders to the provisions of the Nigeria Tax Reform Acts 2025, legislation aimed at modernising tax administration and clarifying fiscal roles among federal, state and local authorities.
Addressing participants, Lawal described revenue mobilisation as a shared duty of all Ministries, Departments and Agencies (MDAs), warning that leakages, multiple taxation and unauthorised collections would no longer be tolerated.
“The era of cash transactions for government revenue is over in Zamfara State,” the Governor asserted. “We are building a system where every kobo due to the state is accounted for digitally, leaving no room for manipulation or misappropriation.”

The directive is reinforced by the recently re-enacted Zamfara State Consolidated Revenue Law, which strengthens the legal framework for revenue administration by centralising both tax and non-tax collections under a unified, technology-driven structure led by the state revenue service.
As part of the reform drive, the government has set an ambitious Internally Generated Revenue (IGR) target of between ₦38 billion and ₦42 billion for the 2025 fiscal year. Officials expressed confidence that the goal is attainable through expanded tax coverage, improved compliance and tighter accountability systems across revenue-generating institutions.
The town hall also provided a platform for engagement on implementing the new tax regime without placing undue pressure on citizens. The session concluded with awards presented to MDAs and individuals recognised for exemplary performance in revenue remittance, signalling a new compliance culture under the state’s digital revenue framework.
