NCAA gives airlines go-ahead to enforce excess baggage charges

The Nigerian Civil Aviation Authority (NCAA) has advised air travellers to desist from contacting the agency over excess luggage charges, clarifying that airlines are within their rights to enforce baggage limits and impose additional fees.

The NCAA’s Director of Public Affairs and Consumer Protection, Michael Achimugu, made the clarification in a post on his official X handle on Sunday.

“Passengers must understand that if their luggage exceeds the weight limit set by the airline, they are required to pay for the excess. The NCAA cannot compel any airline to waive these charges,” Achimugu stated. “Travellers are advised to pack within the allowable kilogrammes or be prepared to pay.”

Excess baggage charges have remained a common source of complaint among Nigerian travellers, particularly on international routes where weight restrictions are strictly applied.

Achimugu reiterated that the NCAA’s mandate is to regulate aviation operations, not to interfere with airline policies on passenger waivers.

His remarks follow a series of recent aviation controversies, including questions surrounding the clearance of an Air Peace co-pilot after a runway excursion in Port Harcourt. While the Nigeria Safety Investigation Bureau (NSIB) raised concerns of possible drug and alcohol use, Achimugu explained during an X Space session that both the NSIB preliminary report and the NCAA’s internal review found no culpability on the part of the co-pilot.

He added that the NCAA only acts based on established facts, stressing that its rules remain subject to ongoing review in line with real-life operational realities.
