Lagos seals illegal estates in Lekki, Lagos Island over planning violations

The Lagos State Government has stepped up enforcement against property estates operating without approved layout plans and statutory building permits, sealing several structures across the Lekki corridor and parts of Lagos Island.

The action was carried out through the Office of Physical Planning, following earlier warnings issued to developers in 2025 when the government identified 176 estates operating illegally, mostly within Eti-Osa, Ajah, Ibeju-Lekki and Epe. At the time, affected developers were issued a 21-day ultimatum to regularise their approvals.

According to the Ministry of Physical Planning and Urban Development, the affected estates were declared illegal for failing to obtain mandatory layout approvals, a situation the government said poses a threat to orderly urban growth and contradicts the objectives of the state’s T.H.E.M.E.S Plus Agenda.

Some of the estates previously named in the enforcement list include Adron Homes, Elerangbe; Aina Gold Estate, Okun-Folu; Diamond Estate, Eputu; Prime Water View Garden, Ikate Elegushi; and Royal View Estate, Ikota.

Commenting on the latest operation, the Commissioner for Physical Planning and Urban Development, Dr Oluyinka Olumide, said the exercise commenced on Wednesday and was coordinated by the Director of Development Matters, Hakeem Animashaun.

He explained that the operation focused on estates along the Lekki axis that had earlier been cautioned.

Although the exact number of sealed structures was not disclosed, Olumide reiterated the state government’s firm position against unauthorised developments.

“We will continue to enforce compliance across Lagos. Developers must obtain layout approvals and building permits before commencing construction to avoid sealing and other sanctions,” he said.

Olumide noted that the Office of Physical Planning is legally empowered to ensure all developments conform to approved planning standards and regulations.

He added that the enforcement drive reflects the government’s commitment to sustainable urban development, protection of public infrastructure and effective growth management, particularly in rapidly developing areas such as Lekki and Ajah.

The commissioner also disclosed that similar enforcement actions would be extended to other parts of the state to strengthen adherence to planning laws.

Estates affected during the latest operation include Victoria Nest, Vistaview Estate, Empire Homes, JadeView Estate, BlessedView Homes and Micrian Villa Estate, among others.
