NCAA cracks down on airlines over unpaid charges, suspends services to Air Peace, Ibom Air others

The Nigeria Civil Aviation Authority has moved against several domestic carriers over outstanding financial obligations, directing all its departments to halt official services to 11 airlines placed on its updated “No-Pay-No-Service” list.

The action followed the issuance of an internal directive dated May 22, 2026, in which the aviation regulator instructed its directorates nationwide to deny regulatory and administrative support to the affected operators until their debts are settled or repayment arrangements are formally agreed upon.

The dispute centres on unpaid remittances linked to the statutory five per cent Ticket Sales Charge and Cargo Sales Charge, which airlines collect on behalf of the NCAA to fund aviation safety oversight, industry regulation, and personnel development.

According to the memo, all directorates were specifically warned against rendering any form of service to the affected airlines without prior approval from the authority’s finance department.

The directive, signed by the Director of Finance and Accounts, Olufemi Odukoya, was circulated to NCAA regional offices and copied to the Director-General of Civil Aviation alongside other top officials of the agency.

Among the airlines listed in the enforcement action are “Air Peace Limited, Ibom Air Limited, Arik Air Limited, United Nigeria Airlines, Umza Air, NG Eagle, Max Air Limited, Caverton Helicopters, Overland Airways, Rano Air and ValueJet.”

The memo stated that, “The DGCA has directed that no directorate should render any service to the above airline without financial clearance from the director of finance and account.”

The development means the affected airlines could face disruptions involving regulatory approvals, operational documentation, and other critical services tied to NCAA oversight until the debt issues are resolved.

Industry stakeholders have expressed concern that the enforcement measure may affect airline operations and potentially lead to delays or service interruptions for passengers if the situation persists.
